There are two main options for sharing whiteboards during team meetings: either to create a whiteboard and then share it with the team, or to share a whiteboard from a previous meeting and then provide the link.
Sharing Whiteboard from a Team Meeting
In a Teams meeting, you can access a whiteboard by clicking the share button and choosing the Whiteboard option usually on the right.

You can use the collaborative section of a Team OneNote as a whiteboard for collaboration, or you can use a page from the content library of a Team OneNote for a read-only option.
Using ink in other Office 365 applications (PowerPoint, Word)
An additional option for a read-only view would be to use PowerPoint and ink or Word and ink.
